Daniel 4:17 LITV
(17) This matter is by the decree of the watchers, and the command by the word of the holy ones, so that the living may know that the Most High rules in the kingdom of men and gives it to whomever He will. And He sets up over it the lowest of men.

(17) The guardians have announced this decision. The holy ones have announced this so that every living creature will know that the Most High has power over human kingdoms. He gives them to whomever he wishes. He can place the lowest of people in charge of them.'"
