•••  This prophetic dream of Daniel seems to include the last world power [the Anglo-American power], represented as ten horns growing out of the fourth beast Daniel saw, that being Rome. That makes sense as Rome wasn't destroyed by it's replacement, but simply disintegrated from internal corruption and weakness. The British-American world power just grew up out of ten bickering European Nations, employing much of what Rome had been. The ten horns of the fourth beast must thus represent the fifth and last human world power among those Daniel say; among those five who served after God's earthly kingdom was destroyed.  •••

Daniel 7:1-28 GNB . . .In the first year that Belshazzar was king of Babylonia, I had a dream and saw a vision in the night. I wrote the dream down, and this is the record (2) of what I saw that night: Winds were blowing from all directions and lashing the surface of the ocean. (3) Four huge beasts came up out of the ocean, each one different from the others. (4) The first one looked like a lion, but had wings like an eagle. [Babylon] While I was watching, the wings were torn off. The beast was lifted up and made to stand up straight. And then a human mind was given to it. (5) The second beast looked like a bear standing on its hind legs. [Medo-Persia] It was holding three ribs between its teeth, and a voice said to it, "Go on, eat as much meat as you can!" (6) While I was watching, another beast appeared. It looked like a leopard, but on its back there were four wings, like the wings of a bird, and it had four heads. [Greece - Alexander The Great] It had a look of authority about it.

Forth beast with ten horns.
(7) As I was watching, a fourth beast appeared. It was powerful, horrible, terrifying. With its huge iron teeth it crushed its victims, and then it trampled on them. Unlike the other beasts, it had ten horns. (8) While I was staring at the horns, I saw a little horn coming up among the others. It tore out three of the horns that were already there. This horn had human eyes and a mouth that was boasting proudly. (Dan 8:23-26) (9) While I was looking, thrones were put in place. One who had been living forever sat down on one of the thrones. [ יהוה ] His clothes were white as snow, and his hair was like pure wool. His throne, mounted on fiery wheels, was blazing with fire, (10) and a stream of fire was pouring out from it. There were many thousands of people there to serve him, and millions of people stood before him. The court began its session, and the books were opened. (11) While I was looking, I could still hear the little horn bragging and boasting. As I watched, the fourth beast was killed, and its body was thrown into the flames and destroyed. (12) The other beasts had their power taken away, but they were permitted to go on living for a limited time. (13) During this vision in the night, I saw what looked like a human being. [Jesus Christ!] He was approaching me, surrounded by clouds, and he went to the one who had been living forever and was presented to him. (14) He was given authority, honor, and royal power, so that the people of all nations, races, and languages would serve him. His authority would last forever, and his kingdom would never end. (15) |• The visions I saw alarmed me, and I was deeply disturbed. (16) I went up to one of those standing there and asked him to explain it all. So he told me the meaning. (17) He said, "These four huge beasts are four empires which will arise on earth. (18) And the people of the Supreme God will receive royal power and keep it forever and ever." •| (19) |• Then I wanted to know more about the fourth beast [Rome], which was not like any of the others---the terrifying beast which crushed its victims with its bronze claws and iron teeth and then trampled on them. (20) And I wanted to know about the ten horns [Europe, then Britain-US] on its head and the horn that had come up afterward (Dan 8:23-26) and had made three of the horns fall. It had eyes and a mouth and was boasting proudly. It was more terrifying than any of the others. (21) While I was looking, that horn made war on God's people and conquered them. (22) Then the one who had been living forever came and pronounced judgment in favor of the people of the Supreme God. The time had arrived for God's people to receive royal power. (23) This is the explanation I was given: "The fourth beast is a fourth empire that will be on the earth and will be different from all other empires. It will crush the whole earth and trample it down. (24) The ten horns are ten kings who will rule that empire. Then another king will appear; he will be very different from the earlier ones and will overthrow three kings. (25) He will speak against the Supreme God and oppress God's people. He will try to change their religious laws and festivals, and God's people will be under his power for three and a half years. (26) Then the heavenly court will sit in judgment, take away his power, and destroy him completely. (27) The power and greatness of all the kingdoms on earth will be given to the people of the Supreme God. Their royal power will never end, and all rulers on earth will serve and obey them." (28) This is the end of the account. •| I was so frightened that I turned pale, and I kept everything to myself.

Daniel 7:1-28 CEV . . .Daniel wrote: In the first year of King Belshazzar of Babylonia, I had some dreams and visions while I was asleep one night, and I wrote them down. The four winds were stirring up the mighty sea, (2) (SEE 7:1) (3) when suddenly four powerful beasts came out of the sea. Each beast was different. (4) The first was like a lion with the wings of an eagle. [Babylon] As I watched, its wings were pulled off. Then it was lifted to an upright position and made to stand on two feet, just like a human, and it was given a human mind. (5) The second beast looked like a bear standing on its hind legs. [Medo-Persia] It held three ribs in its teeth, and it was told, "Attack! Eat all the flesh you want." (6) The third beast was like a leopard--except that it had four wings and four heads. It was given authority to rule. [Greece - Alexander The Great] (7) The fourth beast was stronger and more terrifying than the others. Its huge teeth were made of iron, and what it didn't grind with its teeth, it smashed with its feet. It was different from the others, and it had horns on its head--ten of them. [Rome - Ten Horns were the 10 European Nations that would produce its successor.] (8) Just as I was thinking about these horns, a smaller horn appeared, and three of the other horns were pulled up by the roots to make room for it. This horn had the eyes of a human and a mouth that spoke with great pride. (Dan 8:23-26) (9) Thrones were set up while I was watching, and the Eternal God [ יהוה ] took his place. His clothing and his hair were white as snow. His throne was a blazing fire with fiery wheels, (10) and flames were dashing out from all around him. Countless thousands were standing there to serve him. The time of judgment began, and the books were opened. (11) I watched closely to see what would happen to this smaller horn because of the arrogant things it was saying. Then before my very eyes, the fourth beast was killed and its body destroyed by fire. (12) The other three beasts had their authority taken from them, but they were allowed to live a while longer. (13) As I continued to watch the vision that night, I saw what looked like a son of man coming with the clouds of heaven, [Jesus Christ!] and he was presented to the Eternal God. (14) He was crowned king and given power and glory, so that all people of every nation and race would serve him. He will rule forever, and his kingdom is eternal, never to be destroyed. (15) |• Daniel wrote: I was terrified by these visions, and I didn't know what to think. (16) So I asked one of those standing there, and he explained, (17) "The four beasts are four earthly kingdoms. (18) But God Most High will give his kingdom to his chosen ones, and it will be theirs forever and ever." •| (19) |• I wanted to know more about the fourth beast, [Rome] because it was so different and much more terrifying than the others. What was the meaning of its iron teeth and bronze claws and of its feet that smashed what the teeth and claws had not ground and crushed? (20) I also wanted to know more about all ten of those horns on its head. [Europe, then Britain-US.] I especially wanted to know more about the one that took the place of three of the others--the horn that had eyes and spoke with arrogance and seemed greater than the others. (Dan 8:23-26) (21) While I was looking, this horn attacked God's chosen ones and was winning the battle. (22) Then God Most High, the Eternal God, came and judged in favor of his chosen ones, because the time had arrived for them to be given the kingdom. (23) Then I was told by the one standing there: "The fourth beast will be a fourth kingdom to appear on earth. It will be different from all the others-- it will trample the earth and crush it to pieces. (24) All ten of those horns are kings who will come from this kingdom, and one more will follow. This horn will be different from the others, and it will conquer three other kings. (25) "This king will speak evil of God Most High, and he will be cruel to God's chosen ones. He will try to change God's Law and the sacred seasons. And he will be able to do this for a time, two times, and half a time. (26) But he will finally be judged, and his kingdom completely destroyed. (27) "Then the greatest kingdom of all will be given to the chosen ones of God Most High. His kingdom will be eternal, and all others will serve and obey him." (28) That was what I saw and heard. I turned pale with fear and kept it all to myself.

Daniel 7:1-28 ESV . . .In the first year of Belshazzar king of Babylon, Daniel saw a dream and visions of his head as he lay in his bed. Then he wrote down the dream and told the sum of the matter. (2) Daniel declared, "I saw in my vision by night, and behold, the four winds of heaven were stirring up the great sea. (3) And four great beasts came up out of the sea, different from one another. (4) The first was like a lion and had eagles' wings. [Babylon] Then as I looked its wings were plucked off, and it was lifted up from the ground and made to stand on two feet like a man, and the mind of a man was given to it. (5) And behold, another beast, a second one, like a bear. [Medo-Persia] It was raised up on one side. It had three ribs in its mouth between its teeth; and it was told, 'Arise, devour much flesh.' (6) After this I looked, and behold, another, like a leopard, with four wings of a bird on its back. And the beast had four heads, and dominion was given to it. [Greece - Alexander The Great] (7) After this I saw in the night visions, and behold, a fourth beast, terrifying and dreadful and exceedingly strong. It had great iron teeth; it devoured and broke in pieces and stamped what was left with its feet. It was different from all the beasts that were before it, and it had ten horns. [Rome - Ten Horns were the 10 European Nations that would produce its successor.] (8) I considered the horns, and behold, there came up among them another horn, a little one, before which three of the first horns were plucked up by the roots. And behold, in this horn were eyes like the eyes of a man, and a mouth speaking great things. (Dan 8:23-26) (9) "As I looked, thrones were placed, and the Ancient of Days took his seat; [ יהוה ] his clothing was white as snow, and the hair of his head like pure wool; his throne was fiery flames; its wheels were burning fire. (10) A stream of fire issued and came out from before him; a thousand thousands served him, and ten thousand times ten thousand stood before him; the court sat in judgment, and the books were opened. (11) "I looked then because of the sound of the great words that the horn was speaking. And as I looked, the beast was killed, and its body destroyed and given over to be burned with fire. (12) As for the rest of the beasts, their dominion was taken away, but their lives were prolonged for a season and a time. (13) "I saw in the night visions, and behold, with the clouds of heaven there came one like a son of man, [Jesus Christ!] and he came to the Ancient of Days and was presented before him. (14) And to him was given dominion and glory and a kingdom, that all peoples, nations, and languages should serve him; his dominion is an everlasting dominion, which shall not pass away, and his kingdom one that shall not be destroyed. (15) |• "As for me, Daniel, my spirit within me was anxious, and the visions of my head alarmed me. (16) I approached one of those who stood there and asked him the truth concerning all this. So he told me and made known to me the interpretation of the things. (17) 'These four great beasts are four kings who shall arise out of the earth. (18) But the saints of the Most High shall receive the kingdom and possess the kingdom forever, forever and ever.' •| (19) |• "Then I desired to know the truth about the fourth beast, [Rome] which was different from all the rest, exceedingly terrifying, with its teeth of iron and claws of bronze, and which devoured and broke in pieces and stamped what was left with its feet, (20) and about the ten horns that were on its head, [Europe, then Britain-US] and the other horn that came up and before which three of them fell, the horn that had eyes and a mouth that spoke great things, (Dan 8:23-26) and that seemed greater than its companions. (21) As I looked, this horn made war with the saints and prevailed over them, (22) until the Ancient of Days came, and judgment was given for the saints of the Most High, and the time came when the saints possessed the kingdom. (23) "Thus he said: 'As for the fourth beast, there shall be a fourth kingdom on earth, which shall be different from all the kingdoms, and it shall devour the whole earth, and trample it down, and break it to pieces. (24) As for the ten horns, out of this kingdom ten kings shall arise, and another shall arise after them; he shall be different from the former ones, and shall put down three kings. (25) He shall speak words against the Most High, and shall wear out the saints of the Most High, and shall think to change the times and the law; and they shall be given into his hand for a time, times, and half a time. (26) But the court shall sit in judgment, and his dominion shall be taken away, to be consumed and destroyed to the end. (27) And the kingdom and the dominion and the greatness of the kingdoms under the whole heaven shall be given to the people of the saints of the Most High; their kingdom shall be an everlasting kingdom, and all dominions shall serve and obey them.' (28) "Here is the end of the matter. As for me, Daniel, my thoughts greatly alarmed me, and my color changed, but I kept the matter in my heart."
